Entrepreneurial finance is the study of value and resource allocation , applied to new ventures. It is a field oriented to help entrepreneurs make investment and financing decisions, from startup to harvest. Richard Cantillon first defined entrepreneur in the 18th century as a person who is willing to help launch a new venture or enterprise and accept full responsibility for the outcome. In that process, financial decisions are unavoidable. Entrepreneurial finance is a discipline that studies ways to mobilize resources to take advantage of an opportunity identified by an entrepreneur. It is closely related to the fields of venture capital , private equity and innovation . Topics include pro forma financial statements, business valuation models, cash flow analysis, and raising capital from private investors, venture capitalists and banks. Entrepreneurial finance courses are offered in different universities, for example at Babson College and the Kellogg School of Management . Whether the board is appointed or elected, and whether it is merely advisory or has authority over the budget, depends on state and local laws. Its role is to act as a balance against the Board of Selectmen or Board of education School Board , which usually set the budget and present it to the public at town meeting. Typically the Board of Finance is seen as being more cost conscious than the governing body that is, it prefers smaller budgets. In many towns, the budget is split between general government, administered by the Board of Selectmen and the school district administered by the Board of education Board of Education . The school district include one town or several towns, which join into a regional Connecticut , Massachusetts , New Hampshire or unified Vermont school district. School districts in New England do not have separate taxation powers, and must receive their revenues from member towns. Typically, after the Board of Selectmen or School Board settle their respective budgets, they are submitted to the Board of Finance for review. The Board of Finance may return the budget to the respective bodies with requests for changes, or may refer it to the town meeting for approval. Many projects are PAYGO pay as you go , that is infrastructure, which lasts many years, is expected to be paid out of ongoing cash flow. Other projects are financed with Bond finance bonds raised in capital market s. Bonds must be secured with an expected future cash flow. The cash flow, required for either pay as you go or for bonds, must be raised. Common sources are user fee s, such as gas tax es, and Toll road toll s. Other sources are revenue general revenue . This issue is related to who bears the burden users or the general public. Even if users bear the burden, that class must be subdivided, e.g. users during peak times or off peak, freight or passenger traffic, urban or rural users, residents or non residents many toll plazas are located on the state line to maximize revenue from non residents . A third issue concerns the full cost s of transportation.
