July 1, 1964 Field Marshal Mohammad Ayub Khan, president of Pakistan, visits Kabul briefly where he meets with King Mohammad Zahir. For the first time in several years relations between Afghanistan and Pakistan are relatively amicable following the decision of the government of Afghanistan to deal with the Pakhtunistan dispute only through diplomatic negotiations and to carry on normal relations with Pakistan in other respects. Afghanistan does not, however, join the Istanbul Pact drawn up in July between Pakistan, Iran, and Turkey to foster economic cooperation. Observers voice the belief that Afghanistan s desire to maintain a strictly neutral policy is the basis of the decision not to join, since all three of the other countries are members of pro Western alliances. January 1962 On January 22, 1962 the United States announces that Afghanistan has agreed to open the border for eight weeks following January 29, 1962 in order to allow aid supplies to enter from Pakistan. Meanwhile the U.S. ambassador, Henry A. Byroade , continues efforts to open the border from Pakistan the only alternative routes for aid supplies are from the north via Soviet rail connections, or through Iran at a cost of 70 per ton extra. In April the Afghan government signs an agreement with the Iranian government for use of the route through Iran. The Iranian ambassador to Pakistan, Hassan Arafa, proposes that the best solution to Afghanistan s problems lies in the formation of an Iran Afghan Pakistan confederation. Kabul refuses to consider the proposal. During July and early August the shah of Iran visits both Pakistan and Afghanistan in an effort at conciliation. April 1962 A second five year plan is announced by Prime Minister Mohammad Daud, with a foreign aid requirement of 734,000,000 for the expansion of mines, industries, agriculture, and communications. In June the U.S. expresses its unwillingness to make a firm commitment of funds over a five year period. The Afghans also seek commitments from Japan , Italy , and Yugoslavia . On April 9, 1962 A rural development project is begun at Ander, designed to improve farming, health, and schooling for about 100,000 people. May 6, 1962 A hydroelectric plant , built with Soviet assistance, is opened in northern Afghanistan. in law, who had virtually ruled Afghanistan from 1953 to 1963. The new prime minister sets to work ...NOTOC See also 1971 in Afghanistan , 1972 other events of 1972 , and 1973 in Afghanistan . Domestic politics are overshadowed by economic hardship resulting from the worst drought the country has ever experienced. The lack of rain over large areas in 1971 has decimated the sheep population, which constitute the principal source of protein for a meat eating nation food crops also suffered severely. The year 1972 brings little relief, and the flow of people into Pakistan and Iran in quest of food continues. Both these countries again respond generously to the government s appeal for external assistance, and later in the year United Nations UN agencies give substantial help. Even so, by the fall the situation in some provinces, particularly Ghor , becomes desperate. Some 50,000 100,000 people, many of them women and children, face starvation. At this juncture, the United Nations Children s Fund UN Children s Emergency Fund rushes food, medicine, and clothing to the distressed area, and many people who would otherwise have perished are kept alive. The king and his government work tirelessly to overcome the national emergency, but the country s resources are still limited, communication with many outlying regions is not easy, and effective relief work is handicapped by local traditions of autonomy. NOTOC See also 1914 in Afghanistan , 1915 other events of 1915 , and 1916 in Afghanistan . Afghanistan passes through the year peaceably and the relations of the country with the Indian government are most cordial. Afghanistan presents in these respects a marked contrast to its neighbour, Persia. Both Persia and Afghanistan are nominally sovereign states, but in practice the British Raj is the supreme protecting power in Afghanistan, whereas in Persia, the paramount power is Russia rather than United Kingdom. The difference between the conditions prevailing in the two countries indicates the success of the British in gaining the confidence of a weak nation. The amir nowiki nowiki s reply to the communication informing him of the convention between England and Russia so far as it relates to Afghanistan is not made known. Others, however, consider that in such matters even an amir nowiki nowiki s power is limited, and there is no reason to doubt that he has been friendly to Britain throughout and has done all that he could.
