He represented Dufferin electoral district Dufferin in the Legislative Assembly of Ontario from 1880 to 1883 as a Progressive Conservative Party of Ontario Conservative member. He was born near Elizabethtown later Brockville, Ontario Brockville in Upper Canada in 1835, the son of John Jelly, an Ireland Irish immigrant. Jelly first settled in Amaranth, Ontario Amaranth Township then part of Wellington County, Ontario Wellington County and later moved to what is now Shelburne, Ontario Shelburne .
