    Refimprove date July 2007 The South African Postal Union Convention was signed during 1897, and came into effect on 1 January 1898. The intention of the Convention was to allow the payment of postal order s between the Cape of Good Hope , Colony of Natal Natal , the Orange Free State , and the South African Republic . The paying entity was required to repatriate the postal orders back to the issuing British colony or Boer republics . The Convention lapsed in late 1899, due to the outbreak of the Second Boer War . The postal orders that were supposed to have been returned to the issuing entities were put into storage. Upon the capture of the Orange Free State and the South African Republic during 1900 by the United Kingdom British , the paid postal orders were looted and souvenired. The Cape of Good Hope postal orders and the Natal postal orders that bear postmark datestamps of post offices in the Orange Free State and the South African Republic with dates during September 1899 and later are extremely sought after by collectors, as are Orange Free State postal orders and South African Republic postal orders bearing postmark datestamps of post offices in the Cape of Good Hope and Natal.     The Yaound Convention was a convention signed in the city of Yaound , Cameroon between the European Community EC and ASMM African States, Madagascar and Mauritius . The First Convention 1964 1969 The first association agreement between the EC and the 18 African ex colonies that had recently gained independence, was signed in Yaound on 20 July 1963 and entered into force on 1 June 1964. It was mainly based on the previous treaty between the EC and its overseas territories and had a validity period of 5 years. The Second Convention 1971 1975 After the first treaty expired, a new one was signed on 29 July 1969 and entered into force on 1 January 1971, with Madagascar and Mauritius becoming the 19th African state to take part in the convention. There was a tight link between the ASMM and the East African countries of Kenya , Uganda and Tanzania so the EC wanted the Arusha Agreement with the three to enter into force on the same date as the Second Yaound Convention.     The Lom Convention is a trade and aid agreement between the European Community EC and 71 ACP countries African, Caribbean, and Pacific ACP countries , first signed in February 1975 in Lom , Togo . History The first Lom Convention Lom I , which came into force in April 1976, was designed to provide a new framework of cooperation between the then European Community EC and developing ACP countries , in particular former British, Dutch, Belgian and French colonies. It had two main aspects. It provided for most ACP agricultural and mineral exports to enter the EC free of duty. Preferential access based on a quota system was agreed for products, such as sugar and beef, in competition with EC agriculture. Secondly, the EC committed ECU 3 billion for aid and investment in the ACP countries. The convention was renegotiated and renewed three times. Lom II January 1981 to February 1985 increased aid and investment expenditure to ECU 5.5 billion. Lom III came into force in March 1985 trade provisions and May 1986 aid , and expired in 1990 it increased commitments to ECU 8.5 billion. Lom IV was signed in December 1989.
