James Thompson October 1, 1806 January 28, 1874 was a politician and jurist from Pennsylvania . Thompson was born in Middlesex Township, Butler County, Pennsylvania on October 1, 1806. After learning the printing trade, Thompson studied law . He was admitted to the bar in 1829 and practiced as a lawyer in Erie, Pennsylvania . Thompson served in the Pennsylvania House of Representatives from 1832 1834 and in 1855 and served as Speaker in 1834. He was a delegate to the State constitutional convention in 1838, and the presiding judge of the sixth judicial district court from 1838 until 1844, when he was elected as a Democrat to the United States House of Representatives . Thompson served in the 29th United States Congress Twenty ninth , 30th United States Congress Thirtieth , and 31st United States Congress Thirty first Congresses , from March 4, 1845 until March 3, 1851. He was the chairman of the U.S. House Committee on the Judiciary during his second term. In the 31st Congress, Thompson became the first recorded Democratic Caucus Chairman of the United States House of Representatives Democratic Caucus Chairman and the first official chairman of any party caucus in either house of Congress. Thompson did not run for reelection in 1850, but instead returned to practicing law. He became an associate justice of the Supreme Court of Pennsylvania from 1857 to 1866, and served as chief justice of that court from 1866 to 1872. Diplom Jurist is a master s level law degree awarded by some German universities. Background Historically, German law students did not receive any academic degree upon completion of their curriculum. Instead, after usually four or five years of study, students would sit their First State Examination Erstes Staatsexamen in Law, which was administered by the ministry of justice of the respective state, not the university. More recently, however, some universities have begun to award their students a Diplom Jurist upon passing the First State Examination, in order to indicate the equivalence of the education to a master s degree in other disciplines. Role for the legal profession The Diplom Jurist does not give the holder the right to work as, for instance, a fully qualified attorney Rechtsanwalt or a judge. The German legal education system requires examinees of the First State Examination to pass a two year practical training period Referendariat , at the end of which candidates sit the Second State Examination which, if passed, admits successful participants to the bar. Charles III, Duke of Lorraine , appointed him professor of Civil law common law civil law in the newly founded university of Pont Mousson , and also made him Counsellor of State and master of requests . In 1603, however, he was obliged to leave France , having incurred the enmity of the Jesuits , through his opposition to their proposal to admit john Barclay 1582 1621 his son John a member of their society. Arriving in England , he was offered considerable preferment by James I of England James VI on condition of becoming a member of the Church of England . This offer he refused, and he returned to France in 1604, when he was appointed professor of Civil law common law civil law in the university of Angers . He died at Angers in 1608.
