Rent banks are a homelessness prevention strategy. The target borrower for the Surrey Rent Bank is a person who is in short term crisis. This may mean that family is short of rent hydro due to an illness, job loss or relationship breakdown. A typical borrower will show stability in their tenancy or work pre crisis. The Surrey Rent Bank SRB is located in Surrey, British Columbia, Canada. The SRB provides loans to indivuduals and families living in Surrey, White Rock, Delta, New Westminster and Langley. LOANS Loans are provided for rental arrears and or hydro arrears to low income borrowers. The maximum amount of a loan for a family is 1,600 and for an individual 1,200.   1. Bishopsgate mutiny

    Unreferenced stub date December 2009 The Bishopsgate mutiny occurred in April 1649 when soldiers of Colonel Edward Whalley s regiment of the New Model Army refused to obey orders and leave London. At the end of the mutiny one soldier, a supporter of the Levellers , Robert Lockyer , was executed by firing squad. In January 1649 Charles I of England was tried and executed for treason against the people. In February the Grandee New Model Army Grandee s senior officers banned petitions to Parliament by soldiers. In March eight Leveller troopers went to the Commander in Chief of the New Model Army, Lord Thomas Fairfax, 3rd Lord Fairfax of Cameron Thomas Fairfax , and demand the restoration of the right to petition. Five of them were cashiered out of the army. 300 infantrymen of Colonel John Hewson regicide John Hewson s regiment, who declared that they would not serve in Ireland until the Leveller programme had been realised, were cashiered without arrears of pay, which was the threat that had been used to quell the Corkbush Field mutiny . When Soldiers of the regiment of Colonel Edward Whalley stationed in Bishopsgate London made similar demands they were ordered out of London. They refused to go fearing that once outside the City of London they too would be given the choice of obey or be cashiered without arrears of pay. The mutineers surrendered after a personal appeal by Fairfax and Oliver Cromwell . Fifteen soldiers were arrested and court martialed, of whom six were sentenced to death. Five were pardoned but Robert Lockier, a former Agitator Levellers Agitator within the regiment, was executed by firing squad in front of St Paul s Cathedral on April 27, 1649. Like the funeral of Colonel Thomas Rainsborough the previous year, Lockier s funeral was a massive Leveller led demonstration in London, with thousands of mourners wearing the Levellers ribbons of sea green and bunches of rosemary for remembrance in their hats. Facts of the case Debtor James K. Walker sought judicial intervention in the United States Bankruptcy Court for the Western District of Texas to remove a hold placed on his passport by the United States Secretary of State Secretary of State , after the Attorney General of Texas notified the State Department of Walker s failure to pay child support obligations and requested the hold. Walker argued that in order to repay the child support arrears, he needed to work, and that to work he needed back surgery. In order to have the surgery and to be able to live during the recuperation period, he claimed he needed to be with his wife who was in the military, stationed in Germany and thus needed a valid passport. Decision Bankruptcy Judge Leif M. Clark held that since the law was constitutionality constitutional , the principle of justiciability prevented the court from interfering with the Secretary of State s exercise of executive authority in placing a hold on the debtor s passport or with the Secretary of Health and Human Services s exercise of authority in certifying the debtor s child support obligations to the Secretary of State in order to initiate that hold. The film tells of the attempts made by a Beijing van driver Ge You to obtain his wage arrears from travel agency boss Fu Biao even to the point of kidnapping the latter s Singapore an girlfriend Jacklyn Wu . The Chinese title can be translated as never ending persistency . Plot Freelance Beijing van driver Han Dong Ge You has worked for travel agency boss Ruan Dawei Fu Biao for over a year. Ruan is always thinking new schemes to make money and keeps delaying Han s wages. When the arrears reaches 98,000 Chinese yuan yuan and Ruan refuses to pay, Han kidnaps Ruan s Singapore an girlfriend Xiaoyun Jacklyn Wu , who is hospitalized in Beijing due to tuberculosis . Ruan is certain Han, a simple, meek fellow, does not have the courage to harm his girlfriend and dares him to kill her over the phone, rejecting a ransom . Xiaoyun realizes Ruan is putting her life at stake and plots revenge with Han, who has no real intention of harming her, to extort payment from her boyfriend. If the company goes into voluntary liquidation, and the business is sold before the final disposal of assets, then TUPER 2006 regulation 8 does not apply. Facts An insolvent company was going into voluntary liquidation, with the help of Deloitte accountants, on 25 July 2006. The employees were made redundant on 26 July 2006. On 27 July 2006 the business was sold as a going concern and the employees were engaged again. In August, there was a creditors meeting and Deloitte accountants were appointed as liquidators. The employees wanted arrears of pay. The Tribunal held that, under TUPER 2006 regulation 7, at the time of the transfer the transferor was subject to insolvency proceedings . So, the it held that TUPER 2006 regulation 4 was excluded and the National Insurance fund was liable for debts under ERA 1996 section 182. The Secretary of State appealed arguing that though there were insolvency proceedings, they were not existing at the time of the relevant transfer . Judgment Elias J held the company did not get out of arrears for pay. The liquidation of the transferor happened as a result of the creditors voluntary liquidation. According to the definition in ERA 1996 section 183 3 a that did not commence until after the transfer. Therefore TUPER 2006 regulation 8 did not apply.
