    Art Laoghaire IPA a t o l i also Airt Laoghaire or Art O Leary , died May 4, 1773 , an Irish Roman Catholic Church Roman Catholic , was a colonel in the Austrian army . Having returned home to Rathleigh House near Macroom , County Cork Cork , Ireland , Art refused to sell his prize winning horse to Englishman Abraham Morris, and was thus made an outlaw. Under the Penal Laws Ireland Penal Laws of Ireland , Roman Catholics were obliged by law to sell their horse for no more than 5, irrespective of the animal s true often considerably greater value, to Protestants if requested to do so. Morris tracked O Leary and shot him on his horse on May 4, 1773. O Leary s wife Eibhl n Dubh N Chonaill Eileen O Connell composed the famous Caoineadh Airt U Laoghaire or Lament for Art O Leary , mourning his death and calling for revenge. His tomb can be found at Kilcrea Friary with the epitaph probably composed by his widow Lo Arthur Leary, generous, handsome, brave, Slain in his bloom lies in this humble grave. According to tradition Eibhl n got the murderers punished by transportation Morris is supposed to have been shot in Cork by Art s brother. D n Laoghaire was a county borough in all but name, as the Dublin County Council had no jurisdiction in the area. The corporation was formed by Section 3 of the Local Government Act Dublin 1930 from the four Urban Districts of D n Laoghaire until 1920 Kingstown , Blackrock, Dublin Blackrock , Dalkey , and Killiney & Ballybrack . The merged area was named the Borough of D n Laoghaire. Plans to merge these coastal authorities were first made in 1903, a bill to effect this was being drawn up in 1924, but this was abandoned when the Government of Ireland proposed their own legislation to reorganise local government in County Dublin . In 1994 the Corporation was merged with part of the Dublin County Council to form the D n Laoghaire Rathdown administrative county. Since its humble beginnings in 1998, it has become one of the leading arts festivals in Australia dedicated to the work and ideas of communities not included in other major Australian arts festivals. The program includes the festivals Electrofringe , the National Young Writers Festival , Critical Animals , Sound Summit the Crack Theatre Festival and other projects. Naming This Is Not Art takes its name from a prominent piece of graffiti on what was Newcastle s tallest building, Latec House now completely refurbished and converted to apartments , which had been derelict for several decades. The name also refers to the content of the event, which is outside the ambit of traditional Australian arts festivals.
