    T. Babbitt Parlee March 13, 1914 &ndash January 22, 1957 was a lawyer and political figure in New Brunswick , Canada . He represented the city of Moncton in the Legislative Assembly of New Brunswick from 1952 to 1957 as a Progressive Conservative Party of New Brunswick Progressive Conservative member. He was born in Moncton , New Brunswick, the son of W.K.C. Parlee and Jennie H. Babbit. He was educated at the University of New Brunswick and Dalhousie University . In 1948, Parlee married Evelyn Moran. He served on city council and was mayor of Moncton from 1950 to 1952. He served as president of the province s Executive Council in 1952 and was named Department of Municipal Affairs New Brunswick Minister of Municipal Affairs in 1954. Parlee died in a plane crash. Parlee Beach was named after him in 1959. Since its humble beginnings in 1998, it has become one of the leading arts festivals in Australia dedicated to the work and ideas of communities not included in other major Australian arts festivals. The program includes the festivals Electrofringe , the National Young Writers Festival , Critical Animals , Sound Summit the Crack Theatre Festival and other projects. Naming This Is Not Art takes its name from a prominent piece of graffiti on what was Newcastle s tallest building, Latec House now completely refurbished and converted to apartments , which had been derelict for several decades.
