During 1000 1600 AD, in the medieval period , Akbar Akbar the Great nurtured the civil service.     Merge Maurya Empire date May 2010 The Mantriparishad was the council of ministers that was part of the administrative system of the Maurya Empire in History of India Ancient India . The Mantriparishad was formed during the reign of the First Mauryan Emperor Chandragupta Maurya on the basis of Kautilya s Arthashastra . The Mantriparishad was a small council of few ministers, smaller than the larger assembly of ministers or Mantrinomantriparisadamca . It was led by a Chief Minister or Mahamantri .It was an inner council and close advisory body to the Emperor. The consultations with the Emperor were held privately, often secretly. This was done because Kautilya realized that that is the best way to ensure confidentiality and frankness in their advice. The Mauryan Empire was divided into 4 provinces.   1. Julius Jolly

    Professor Julius Jolly December 28, 1849 April 24, 1932 was a Germany German scholar and translator of Indian law and medicine. Jolly was born in Heidelberg , the son of physicist Philipp Johann Gustav von Jolly 1809 1884 , and studied comparative linguistics, Sanskrit , and Iran ian languages in Berlin and Leipzig . His doctoral thesis was Die Moduslehre in den alt iranischen Dialekten Moods in Ancient Iranian Dialects . Jolly became a Professor in the University of W rzburg in 1877, in the fields of comparative linguistics and Sanskrit . In 1882 1883 he visited India as Tagore professor of law, Calcutta , where he gave twelve lectures later published as Outlines of an History of the Hindu Law of Partition, Inheritance and Adoption 1885 . In 1896, Jolly contributed to Grundriss der Indo arischen Philologie und Altertumskunde Encyclopedia of Indo Aryan Research , later revised by Jolly and in 1928 translated by Balakrishna Ghosh under the title Hindu Law and Custom . In this volume Jolly discussed family law and heirship, law of things and obligations, offences and penalties, court procedure and customs and traditions. In 1901 he also contributed a study of Indian medicine, still considered one of the most complete and reliable studies of the history of Indian medical literature. Jolly edited the law books of Vi u Sm ti Vishnu , Narada , and Manu Smriti Manu , and translated the first two for the Sacred Books of the East Vol. 7, The Institutes of Visnu , 1880 and Vol. 33, The Minor Law Books Brihaspati , 1889 . He retired in 1922, when he became co editor of the Journal of Indian History , but continued to give lectures in W rzburg till 1928. He published a new critical edition of Kautilya s Arthashastra in collaboration with R. Schmidt in the Panjab Sanskrit Series , 1923 1924. With Bodhodoy began Vidyasagar s project to reform and modernise Bengali primary education, using the Sanskrit Press as a laboratory for his experiments. This book, whose title loosely translates as Learning One s Letters or An Introduction to the Bengali Alphabet , is much more than a simple alphabet book, and contains short moralistic tales, aphorisms and epigrams which quickly became proverbial in nineteenth century Bengal. Its purpose was to displace the ubiquitous Shishubodhak , Ballobodh , Bornobodh , etc., popular textbooks written by many hands and comprising a bizarre mix of folktales, proverbs, rules for negating curses, shlokas from the Arthashastra , and other edifying fragments.
