A People s Council Volksraad for the DutchEastIndies was provided for by law in 1916. But was procrastinated until the actual installation of the Council in 1918. It was a hesitant and slow attempt at democratisation of the DutchEastIndies. The power of the Volksraad was limited as it only had advisory powers. Although part of the council was elected only a small proportion of the population had voting rights. ref Harry J. The EastIndies is an ornamental breed of domestic duck . Despite the breed s name, it was not developed in Southeast Asia, but rather in the United States in the 19th century. Sometimes called the Black EastIndies , it is best known for its striking appearance very dark, lustrous green plumage and black bills. Females may sometimes develop white feathers as they age. A Bantam chicken bantam breed weighing around 1 2 pounds 453 907 grams , EastIndies are largely kept by fanciers for Poultry show exhibition purposes. Being small in size, they are relatively good fliers. Admitted to American Poultry Association s Standard of Perfection in 1874, EastIndies are popular among breeders. Soon after the evacuation from the DutchEastIndies, a Dutch intelligence service was set up in Australia on the instructions of the Dutch Commander of the forces in the East, Helfrich. It was called the Netherlands Forces Intelligence Service NEFIS , and was based in Melbourne .
