    Murmuring Judges , first performed in 1991, is a scathing attack on the United Kingdom British legal system, and the second of a trilogy of plays by David Hare dramatist David Hare examining Great Britain s most hallowed institutions. The first play in the trilogy, Racing Demon play Racing Demon , examines the Church of England , and the third examines political parties . Overview Murmuring Judges takes a three tiered view of a single instance of British justice the trial, conviction and appeal process of a dubiously guilty accomplice to a theft and kidnapping attack. The case is examined from the point of view of the police, the lawyers and the judges, as well as from inside the prison system. In each level, the injustices and insensitivities of the current system are highlighted as they are embodied by older proponents who cannot see past the traditions of British justice . Contextually, the play also underlines problems that the system were facing in the late 80 s, early 90 s, such as a rise in immigration and a hightening sense of terror, such as the Irish Republican Army IRA . However, the play is not entirely bleak as it also showcases the possibility for change through the younger professionals both in the police force and in the legal profession. However, the overall message is not hopeful an innocent man, Gerard, remains in prison with his life ravaged by despair and sexual assault.     Cleanup date April 2008 The Judges Rules are a set of guidelines about police and questioning and the acceptability of the resulting statements and confessions as evidence in court. Originally prepared for police in England, the Rules and their successor documents have become a part of legal procedure not just in Britain but in places as far afield as Jamaica, Zambia and Western Samoa where English law is followed. The Rules were first issued in 1912 by the judges of the King s Bench to give English police force s guidance on the procedures that they should follow in detaining and questioning suspects. The Home Secretary had requested the judges to explain how an investigation should be conducted to avoid the resulting evidence being ruled inadmissible in court. The rules were intended to halt a divergence in practice that had developed among different police forces, and replaced earlier informal guidance, such as Sir Howard Vincent s Police Code and Manual of Criminal Law . The Judges Rules were not rules of law, but rather rules of practice for the guidance of the police, setting out the kinds of conduct that could cause a judge to exercise discretion to exclude evidence, in the interests of a fair trial. High Court judge Lawrence J explained in R. v. Voisin legal citation 1918 1 KB 531 , that cquote In 1912 the judges, at the request of the Home Secretary, drew up some rules as guidance for police officers. These rules have not the force of law they are administrative directions the observance of which the police authorities should enforce upon their subordinates as tending to the fair administration of justice.
