Walter Bowne was born on Flushing, Long Island , the son of James Bowne and his wife Caroline Rodman. He was a New York State senator from the Southern District from 1816 to 1822, and from the New York s 1st congressional district 1st District 1823 to 1824. He was a member of the Council of Appointment at Albany, New York Albany from 1817 to 1820. He was Mayor of New York City from 1829 to 1833. Faced with reports of cholera in neighboring towns in 1832, he implemented a strict quarantine policy, regulating travel to and from New York City, and restricting ships to a distance of 300 yards from port, and carriages from within 1.5 miles of the city. His attempt to prevent an epidemic failed because it was based on the mistaken but then accepted notion that transmission of cholera was through personal contact rather than through contaminated water and food, The actual means of transmission was not discovered until 1883. Bowne was also the first President of 7th Ward Bank of New York City. He married Elizabeth Southgate in 1803. They had two children, Walter Bowne, Jr., and Mary King Bowne, who married John Watson Lawrence. Bowne Park bounded by 29th and 32nd Avenue and 155th and 159th Streets in Flushing, Queens is named for Walter Bowne. Bowne was a native of Bedfordshire and became at the age of fifteen a scholar of Corpus Christi College , Oxford, in April 1590. He was afterwards elected a fellow of that society. After taking degrees in arts he applied himself to medicine, and proceeded B.M. and D.M. at Oxford on 12 July 1614. He was admitted a candidate of the College of Physicians on 24 Jan. 1616 17, and fellow on 21 April 1620. On 3 March 1623 4 Richard Spicer was admitted a fellow in his place. According to Wood, Bowne practised medicine in London, and was much in esteem for it in the latter end of King James I of England James I and beginning of Charles I of England Charles I . Born Frank Fowler , he went through an assortment of jobs, including driving for gangster Frankie Yale and working as a sandhog on the construction of New York City New York s Holland Tunnel , before turning to writing, first short stories and novels, and later, screenplays. When 20th Century Fox produced Under Pressure film Under Pressure 1935 , his screen adaptation of his novel, Sandhog based on his Holland Tunnel experience , he moved to Hollywood, Los Angeles, California Hollywood and changed his name to Borden Chase, allegedly getting his nominal inspiration from Borden, Inc. Borden Milk and Chase Manhattan Bank .
