The highway was designed to connect Montauk Highway then part of New York State Route  27 or NY  27 in Hampton Bays, New York Hampton Bays with the proposed Ocean Parkway Long Island Ocean Parkway Extension on Fire Island s Tiana Beach. The road was designed to either replace or run parallel to County Route 32 Suffolk County, New York County Route  32 CR  32 as a two lane, two way limited access parkway, that included a whole new bridge across Shinnecock Bay . As opposition to the Ocean Parkway extension stalled and killed that project, so too went the Ponquogue Causeway. However in the 1980s, Suffolk County Department of Public Works realized they needed to replace the old wooden drawbridge that carried CR  32, and with help from the New York State Department of Transportation , built a new one west of the former bridge, which survives as a fishing pier.
