It is associated with the Bedford Hills Correctional Facility , a maximum security women s prison. In 1901 it opened as the New York State Reformatory for Women between the ages of 15 and 30. The then Department of Corrections took over the reformatory in 1926 and, in 1933, merged it with the newly opened Bedford Hills Correctional Facility for women. For the next four decades, the reformatory operated as part of Bedford Hills, still the state s only maximum security prison for females. In 1973, Taconic began operations as an autonomous medium security prison. During 1971 and 1972, Bedford Hills was a single correctional facility with separate male and female units. In 1973 the male inmates were transferred and their unit closed in June. In December, that unit reopened as the Taconic Correctional Facility. Sullivan Correctional Facility is located on an 850 acre 3.4 km stretch of land that also contains Woodbourne Correctional Facility , a medium security prison. The state appropriated funding for Sullivan after the loss of Rikers Island as a state facility in 1980 the facility was returned to New York City . The buildings were built on a sharp upslope overlooking the Neversink River valley. In order to build access roads to the prison, the New York State Department of Correctional Services purchased the Lebowitz Pine View Hotel, the 62 acre 0.25 km adjoining property, in 1983. Originally, some prisoners from the Woodburne facility were transferred and housed in the hotel buildings, which were operated as a Woodburne annex until the completion of Sullivan in 1985. It offers a variety of educational services, and has contracted with a community college to provide services. Some of the educational services include helping inmates earn their GED s, special education, and a self study program in 120 subject areas. Substance abuse programs are provided for inmates with such problems. The facility offers a number of work programs for inmates both on and off the grounds of the facility. Many offenders at the institution participate in the Leader Dog program for the Lions Club, in which the dogs are trained by offenders in becoming seeing eye dogs for the blind. There are jobs that provide on the job training in welding, woodwork, master gardening, horse care, plumbing, and others.
