The Council of Europe Archives are located at the headquarters of the Organisation at the Palace of Europe in Strasbourg , France. They were set up in 1949 soon after the Organisation was created. Open to the public, they constitute a unique research source for the early history of European integration . Files are declassified under the Council of Europe s one year, 10 year and 30 year rules, which are explained on the Archives website. In 1960 the Archives of the Treaty of Brussels Organisation, for social and cultural activities, were transferred to the Council of Europe Archives, when the Council of Europe took over these activities. In the resolution 1481 2006 of the Council of Europe Parliamentary Assembly of the Council of Europe Parliamentary Assembly PACE issued on January 25, 2006 during its winter session, the Council of Europe strongly condemns crimes of totalitarian communism communist regimes . It condemned the massive human rights violations committed by totalitarian communist regimes and expressed sympathy, understanding and recognition for the victims of these crimes . It also said these violations included individual and collective assassinations and executions, death in concentration camps, starvation, deportations, torture, slave labour and other forms of mass physical terror. . The full draft recommendation by rapporteur G ran Lindblad was issued with great majority by the Political Affairs committee. However, it did not receive the necessary two thirds majority of the votes cast in the Parliamentary Assembly. The group of communist parties strongly opposed the resolution. The resolution was supported by the EPP CD , European Democrats ED , liberal groups and some social democrats, especially from countries like Hungary, the Czech Republic or the Baltic countries. Final voting results 153 members were present and voted out of 317 99 members voted in favor of the Resolution 1481 42 members voted against the Resolution 1481 12 members abstained from voting. The Advisory Council for Aeronautics Research in Europe ACARE is a Europe European Seventh Framework Programme initiative to improve the competitive situation of the European Union in the field of aeronautics . The Council of Europe Convention on the Prevention of Terrorism 2006 CECPT is a regional multilateral treaty negotiated under the auspices of the Council of Europe . Most notable amongst its provisions are the three new offences which it defines Public Provocation to Commit a Terrorist Offence Solicitation of Persons to Commit Terrorist Offences and Provision of Training For Terrorist Offences . Parties are required to establish these offences in their national legal systems. However the obligation only applies in respect of behaviour where there is an international nexus of some sort. A terrorist offence is defined as any of the offences defined under the 12 existing international conventions on terrorism presently in force. ref name Hunt Adrian Hunt, The Council of Europe Convention on the Prevention of Terrorism 2006 European Public Law 603. ref TOC The Incitement Offence The most controversial part of the CECPT is its definition of Public Provocation to Commit a Terrorist Offence. Article 5 of the CECPT defines this as intentionally distributing a message to the public, with the intent to incite the commission of a terrorist offence , where such conduct, whether or not directly advocating terrorist offences, causes a danger that one or more terrorist offences may be committed. This is the first attempt in an international law context to define incitement to terrorism. It is controversial most notably because of the inclusion of indirect incitement. The limits of this concept are not defined in the CECPT. The Council of Bars and Law Societies of Europe CCBE is an association gathering together bar associations of 31 countries in Europe those of the European Union , of the European Economic Area and of Switzerland and an additional eleven associate and observer members. The CCBE represents around a million European lawyer s before EU institutions mainly, but also before other international organisations. The CCBE is an international non profit organisation AISBL under Belgian law and has its seat in Brussels . Creation and further steps The CCBE was created in September 1960 during a congress of the Union internationale des avocats UIA where it was suggested to create a body representing the bar associations of the six founding Member States of the EEC Western Germany, Belgium, France, Italy, Luxembourg and The Netherlands .
