Ross Cuthbert February 17, 1776 &ndash August 28, 1861 was a Canadian writer, lawyer and politician. Born at Berthierville, Quebec Berthier and baptised at Montreal , as the son of James Cuthbert , he was heir to the seigneurial system of New France seigneuries of Lanoraie and Dautray . He studied at Douai in France and completed his studies in law in Philadelphia where he married Emily Rush , daughter of Benjamin Rush , one of the signatories of the United States United States Declaration of Independence Declaration of Independence . Cuthbert sat at the Executive Council and represented Warwick County later Berthier in the Legislative Assembly of Lower Canada . He published A ropage in Quebec City in 1803 and New theory of the tides in 1810. He died in Berthierville, Quebec Berthier en Haut , Canada East in 1861. Cuthbert Baillie died 1514 , was the lord high treasurer of Scotland . Baillie was, according to one authority, a natural son of Sir William Baillie of Lamington , one of the favourites of James III of Scotland James III and there are some other reasons for doubting the contradictory statement that he was a descendant of the house of Carphin. His first incumbency was that of Thankerton . In the charter granted him of the five merk lands of Lockhart Hill , Lanarkshire, his name occurs as Cuthbert Baillie, clericus. He became commendator of Glenluce , but the hitherto current statement that he was rector of Cumnock is an error which seems to have arisen from confounding his name with Cuthbert of Dunbar , who received a grant of lands in Cumnock. In the Register of the Great Seal Thomas Campbell is mentioned as rector of Cumnock in 1481, and in the Protocola Di cesis Glasguensis his name occurs as prebendary of Cumnock under date 11 June 1511. Cuthbert Baillie under the same date is mentioned as prebendary of Sanquhar , and the same title is given to him in 1508 and 1511 in the Register of the Great Seal. If so, Cuthbert Hely may have been born around 1570. It was believed that Hely may have been Edward Herbert, 1st Baron Herbert of Cherbury Lord Herbert s lute teacher and that he was the compiler of Lord Herbert s lute book. Both these points seem unlikely, though, as Lord Herbert, by his own account, learned the lute around 1603 with very little or no teaching, and Hely s contributions to Lord Herbert s lute book are only found in the hand of Scribe C, whose entries are the latest in the manuscript, datable to 1639 1640. It is uncertain if the composer is identical with a certain Cuthbert Hely who lived in Ludlow, England, during this era.
