He taught school for several years. During the Civil War, he enlisted as a private in Company K, One Hundred and Forty ninth Regiment, Pennsylvania Volunteer Infantry, in 1862 and served until 1865, when he was mustered out with the rank of captain. He attended Belfast Seminary , New York , and subsequently studied law at the University of Michigan at Ann Arbor, Michigan , but never practiced. With an elder brother, he was engaged extensively in the lumber business in Sinnamahoning, Pennsylvania . He was a delegate to the 1900 Republican National Convention at Philadelphia . Barclay was elected as a Republican to the 60th United States Congress Sixtieth and 61st United States Congress Sixty first Congresses. He was not a candidate for renomination in 1910. Following active service in Europe as a professional soldier under Gustavus Adolphus , King of Sweden, he attained the rank of Colonel and fought in the English Civil War on the side of the Charles I England King .     Frederic David Mocatta 1828 1905 , tycoon and philanthropist of a noble Anglo Jew ish family, was a member of the London financial firm, Mocatta & Goldsmid, but retired from business in 1874 and devoted himself to works of public and private benevolence, especially in the deprived East End of London . Besides this he was a patron of learning and himself an author of historical works, the chief of which was The Jews of Spain & Portugal and the Inquisition . On the occasion of his 70th birthday, he was presented with a testimonial from more than 200 philanthropic and literary institutions. The Anglo Jewish Historical Exhibition 1887 owed its inception to him. He bequeathed his fine library to the Jewish Historical Society of England , of which he was at one time president. This library formed the basis of the collections which are now included in the Mocatta Library and Museum , founded in his memory, and located at the University of London University College, Gower Street . A fountain was erected to his memory by the people of East London , outside St Botolph s Church in Aldgate . A man of letters, he had vast correspondences with the great and the good of his era. In matters of religion, he was observant and belonged not only to two Orthodox Judaism Orthodox synagogue s but also to a Reform Judaism Reform congregation that his family had played a prominent part in founding in London. He represented King s County in the Nova Scotia House of Assembly from 1890 to 1894 as a Conservative Party of Nova Scotia Liberal Conservative member. He was born in Kentville, Nova Scotia , the son of Henry Bentley Webster, a lawyer, and Mary Ina Barclay. Webster was educated at Acadia University Acadia College , Dalhousie University and Harvard University . He was called to the Nova Scotia bar in 1872 and set up practice in Kentville. He married Ethel, the daughter of Leverett de Veber Chipman , in 1877. In 1890, Webster was named King s Counsel . His son L. Beverley Webster died in London after fighting in the First Boer War.
