He was one the founders of sociolinguistics and is best known for his work on diglossia . The TOEFL test was created under his leadership at the Center for Applied Linguistics in Washington, DC . Ferguson was also the leader of a team of linguists in Ethiopia under the Ford Foundation s Survey of Language Use and Language Teaching. One of the many publications that came out of this was his article proposing the Ethiopian Language Area Ferguson 1976 , an article that has become widely cited and an important milestone in the study of contact linguistics . Ferguson is also widely noted for his seminal article on diglossia, published in 1959 and reprinted since then in other publications and frequently cited by others. He was honored with a two volume collection of papers in a 1986 festschrift , edited by Joshua Fishman Joshua A. Fishman and others. Life and education Charles Albert Ferguson was born in Philadelphia , Pennsylvania in 1921. Its name is from the Guaran word for mix. The majority of Paraguayans, particularly younger ones, speak some form of jopar . Since 1992, under the Paraguay s Ministry of Education and Culture MEC Act, Guaran in its pure form different from the day to day speech of jopar has been taught in schools. This led to contradictory opinions some say that teaching pure Guaran is the best means to preserve the language s integrity while others argue that how Guaran is taught differs greatly from how it is commonly spoken. Some Spanish words when put in a sentence mixed with Guaran have a different meaning than that of standard Spanish. The relative amount of Guaran or Spanish used in speech varies depending upon the birth of the speaker, the place where he speaks, with whom he is speaking, the topic of discussion, and how he or she wants their meaning to be interpreted. Generally the rural and older population tends to use more Guaran while the urban and younger population uses more Spanish the rural and older population understands more Guaran and the urban and younger more Spanish. General and every day conversation is more suited to Guaran , while technical and specific conversation is more suited to Spanish. Guaran can be interpreted as more Paraguayan while Spanish can be interpreted as more sophisticated. All words are made up from a limited set of vowels and consonants . The spoken words they make are stringed into syntactically organized Sentence linguistics sentence s and phrase s. The vocabulary and syntax together with the phone phonetics speech sounds it uses define its identity as a particular natural language . Some human language s exist with their own vocabularies and syntax that are not spoken but use Speech communication sign gestures . Sign language s have the same natural origin as spoken languages, and the same grammatical complexities, but use the hands , arms, and face rather than parts of the mouth as their place of articulation . Many spoken languages are written language written . However, even today, there are many world languages that can be spoken but have no standard written form.
