    The Dispute Settlement Body DSB of the World Trade Organization WTO makes decisions on trade dispute s between governments that are adjudicated by the Organization. Its decisions generally match those of the Dispute Panel . Institutional structure The DSB is, in effect, a session of the General Council of the WTO that is, all of the representatives of the WTO member governments, usually at ambassadorial level, meeting together. It decides the outcome of a trade dispute on the recommendation of a Dispute Panel and possibly on a report from the Appellate Body of WTO, which may have amended the Panel recommendation if a party chose to appeal. Only the DSB can make these decisions Panels and the Appellate Body are limited to making recommendations. The DSB uses a special decision procedure known as reverse consensus or consensus against that makes it almost certain that the Panel recommendations in a dispute will be accepted. The process requires that the recommendations of the Panel as amended by the Appellate Body should be adopted unless there is a consensus of the members against adoption. This has never happened, and because the nation winning under the Panel s ruling would have to join this reverse consensus, it is difficult to conceive of how it ever could.     Refimprove date July 2010 The United Nations Dispute Tribunal UNDT is the court of first instance in the internal justice system of the United Nations . It became operational on 1 July 2009 . As a first step in the formal system, a staff member who wishes to contest an administrative decision will have to request a management evaluation. When no resolution through informal means can be arrived at, and when the result of the management evaluation is not to the satisfaction of the staff member, the staff member can file an application to the United Nations Dispute Tribunal. The UN Dispute Tribunal operates on a full time basis and is composed of five professional judges, three full time and two half time. It has registries in New York , Geneva and Nairobi . The UN Dispute Tribunal examines the facts of the case, and conducts, where necessary, oral proceedings. These proceedings are normally held in public. Cases before the Dispute Tribunal are usually considered by a single judge, but in cases that are particularly complex or important a three judge panel may be convened. The judgements of the Dispute Tribunal are binding. Both the staff member and the Secretary General have the right to appeal a judgement rendered by the UN Dispute Tribunal to the United Nations Appeals Tribunal UNAT , in accordance with that Tribunal s statute. It was co ordinated by the Australian Federation of Air Pilots AFAP after a prolonged period of wage suppression, to support its campaign for a large pay increase which it quantified at 29.47 , though such claims usually form a starting position for negotiations . The dispute began on 18 August 1989. As part of this campaign, AFAP pilots imposed on their employers Ansett Australia , East West Airlines Australia East West , Toll Holdings Ipec and Trans Australia Airlines Australian Airlines a limitation on the hours they were prepared to work, arguing that if they were to be treated in exactly the same way as other employee groups the stance adopted by the Government , their work conditions should also be the same. This initially took the form of making themselves available for flying duties only within the normal office working hours of 9am to 5pm. The dispute severely disrupted domestic air travel in Australia and had a major detrimental impact on the tourism industry and many other businesses. The Royal Australian Air Force provided some limited domestic air services at the time to ease the impact of the strike.     Disputatio inter clericum et militem A Dispute Between a Priest and a Knight is a dialogue, written in France between 1296 and 1303. Although anonymous, it could have been John of Paris , master of the University of Paris . The treatise examines the relationship between Separation of church and state medieval Church and King through a fictional dialogue between a Priest and a Knight. It was written during the period of the acrimonious dispute between King Philip IV of France Philip IV and Pope Boniface VIII , which culminated in the Papal bull Unam sanctam of 1302. It is essentially propaganda. The furious reaction of Philip and his ministry expressed in the Disputatio written in simple language for a popular audience can be understood within the context of a conflict between the increasing power of secular rulers in France and England, who were attempting to tax the clergy to support warfare. Boniface s stringent reaction was the fierce bull Clericis laicos of 1296, which set off the dispute. The dialogue can be fitted into the context of the debate over the extent of church powers that was raging in the time delimited by the two bulls. However, the work remained unknown in its own time and was not published until 1378. A translation by John Trevisa 1342 1402 was popular in England because of its antipapalism, and it continued to be popular in the 16th century for similar reasons. In the story the knight and priest exchange rapid fire and simple dialogue designed to reach a broad audience. The knight s intention is to prove that soft living wealthy clerics, who have more money than needed, should hand the extra income over to secular leaders, whose job it is to deal in more earthly affairs.
