Transitional shelter is any of a range of shelter options that help a person or population displaced by conflict or natural disaster until they return to permanent accommodation. This relatively new terminology arose to fill a conceptual gap in traditional refugee camp disaster responses, which left populations living often for many years in decrepit emergency shelter . There is debate however on the cost effectiveness of this type of shelter solution because of repeated costs incurred with delivering first tarps, then tents, then transitional shelter, then permanent housing. Several organizations have developed a shelter solution that deploys at the same time a tent usually deploys, however the shelter itself transitions through the various phases of recovery and stays with the recipient. This type of transitional shelter reduces the costs of redeployment and provides security from the very onset of the disaster. Transitional shelter, in its fullest sense, is a strategy which seeks to support communities back to permanent accommodation, minimising displacement, and taking into account town planning , sanitation , land tenure , human rights , neighbouring populations, the local economy, security, and cultural factors. Refugee camp s are considered as one of a range of options, including use of host families, self settlement, and cash donations for building materials. In the narrower sense, a transitional shelter is a structure in which usually a family can live, with dignity, for as long as their permanent accommodation takes to build or restore. Refugee shelters include the most basic kind of structure created in the aftermath of a conflict or natural disaster as a temporary residence for victims who have lost or abandoned their homes. There is a continuum ranging from the most temporary tent accommodation through transitional shelter to rebuilding houses and settlements. Land tenure issues often play a large role in the planning and categorisation of settlements as temporary, though many settlements subsist for years. The materials and technology used to create these shelters have advanced as a result of worldwide news coverage of natural disasters in the new millennium. Simple tent structures, grouped together to form a tent city , are commonly made of canvas military issue tents which are criticised for being heavy, bulky, uninsulated, expensive, and for rotting in under a year. There are scores of innovative approaches to constructing temporary shelters, but few make it to the field. Architect Shigeru Ban has designed temporary and permanent structures with paper tubes as the underlying structure, used after the Kobe earthquake . Cal Earth Institute has also developed superadobe which makes use of sandbag s and barbed wire to form an emergency shelter for disaster relief . Unreferenced date October 2010 The shelter rule is a doctrine in the common law of Property law property under which a grantee who has received an interest in property from a bona fide purchaser will also be protected as a bona fide purchaser, even if the grantee would not legally qualify for this status. The grantee is sheltered from other claims by the grantor s status as an actual bona fide purchaser. This rule comes into play in situations under a number of circumstances. For example, where a bad actor agrees to convey the same real property to multiple other parties. For example, if Oscar conveys Blackacre by deed to Andrew on Monday before Andrew records the conveyance, Oscar conveys Blackacre to Bob, who is a bona fide purchaser and who is unaware of Oscar s previous conveyance of the same property. Bob then conveys Blackacre to Charles, but before the conveyance, Andrew notifies Charles of the deed conveyed from Oscar to Andrew. Since Charles has notice of the prior conveyance, Charles does not qualify to be a bona fide purchaser.
