Elias Earle June 19, 1762 May 19, 1823 was a United States Representative from South Carolina . Born in Frederick County, Virginia , he attended private school and moved to Greenville County, South Carolina , in September 1787. He was one of the earliest ironmaster s of the Southern United States South , and prospected and negotiated in the iron region of Georgia U.S. state Georgia . Earle was a member of the South Carolina House of Representatives from 1794 to 1797 and was a member of the South Carolina Senate in 1800. He was elected as a Democratic Republican Party United States Republican to the Ninth Congress March 4, 1805 March 3, 1807 , was elected to the Twelfth and Thirteenth Congresses March 4, 1811 March 3, 1815 , and was again elected to the Fifteenth and Sixteenth Congresses March 4, 1817 March 3, 1821 . He died in Centerville, South Carolina , in 1823 interment was in Old Earle Cemetery, Buncombe Road, Greenville, South Carolina . Life He was the only son of Thomas Earle of Sall, Norfolk and his wife Anne Founteyn spellings vary . He was born at Sall and educated at Norwich Grammar School . He was admitted a student of Lincoln s Inn on 7 April 1612, and subsequently called to the bar there. Sir Julius Caesar appointed him steward of his manors of East Bradenham and Huntingfield Hall in 1626. Earle Hawkins advanced through the state educational system from the level of teacher to top supervisory positions. His administration was affected by the phenomenal growth in higher education. In 1947, student enrollment totaled 600. When Dr. Hawkins retired, enrollment had risen to over 8,000 day and evening students. During his presidency, Towson added a full range of baccalaureate programs in the arts and sciences, instituted evening and summer programs and undertook an ambitious building program. Indicative of the school s growth and broadening scope was the change in name in 1963 from State Teachers College to Towson State College. Towson had become the second largest public institution of higher education in Maryland. Dr. Hawkins gave Towson 22 years of leadership. Earle Hawkins served as 1st Vice President of the Board of Directors of the National Conference on Citizenship in 1960.
