He was born to Quaker parents George and Lydia Tatum near Mullica Hill, New Jersey in 1822 and moved to Goshen, Ohio in 1831 followed by a move to Cedar County, Iowa in 1844. When President Ulysses S. Grant s Peace Policy concerning U.S. policy with Native American tribes went into effect, officials of the Society of Friends Quakers met with Grant and requested members of their sect be assigned as Indian agents. To save his life, doctors had to remove his eyes, nose, upper jaw and all surrounding bone and tissue which meant that he literally lost his face . Paul Tatum 1955 1996 was an United States American businessman who was killed on November 3, 1996, in a Moscow metro station close to his hotel. Tatum was operating a Hotel Joint Venture with a Chechnya Chechen businessman named Umar Dzhabrailov. Tatum founded the Americom Business Centre and became part owner of the Radisson Slavyankaya Hotel, an upscale hotel in Moscow, which catered to foreign businessmen and high end guests. Tatum was born in Edmond, Oklahoma Edmond , Oklahoma , USA, and travelled to Russia in 1985, involving himself in various business activities. He reportedly knew Bill Clinton President Clinton , who was a regular guest of his hotel while visiting Russia on state visits. During the Soviet coup attempt of 1991 attempted coup in Russia in the summer of 1991, Tatum had supplied president Boris Yeltsin s only link to the outside world by giving him satellite linkage from a government building in Moscow, which was surrounded by army units trying to overthrow his Boris Yeltsin Post Soviet presidency fledgling democratic government .
