A meeting engagement , a term used in war fare, is a combat action that occurs when a moving force, incompletely deployed for battle , engages an enemy at an unexpected time and place. Description Such encounters normally occur by chance in small Military unit unit operations, typically when two moving forces collide. Engagements involving larger units may occur when Military intelligence intelligence , surveillance , or reconnaissance operations have been ineffective. Meeting engagements can also occur when opposing forces are aware of the general presence but not the exact location of each other and both decide to attack immediately. On contact, commanders quickly act to gain the advantage. Speed of action and movement, coupled with both direct and indirect fires, are essential. To maintain momentum, lead elements quickly bypass or fight through light resistance. Freedom to maneuver is always advantageous however, commanders may choose to establish a hasty Defense military defense if the enemy force is larger or the terrain offers a significant benefit. In general, the force that gains and retains the initiative in a meeting engagement wins. One of the classic meeting engagements in military history is the Battle of Mars La Tour during the Franco Prussian War , the outcome of which illustrates the meeting engagement s unique character. Another significant meeting engagement in military history is the Battle of Gettysburg during the American Civil War . orphan date October 2009 Forward Engagement is a term coined by Leon Fuerth , former National Security Advisor to Vice President Al Gore , to describe the process of thinking systematic about long range issues in governance. As a concept, Forward Engagement draws heavily on the fields of Futures Studies and Complex Systems Research. Concept Forward Engagement asserts 1 that major social change is accelerating at a rate fast enough to challenge the adaptive capacity of whole societies 2 that governments ought to address such possibilities as far in advance as possible and 3 that there needs to be a system to help governments visualize more consistently what may be approaching in order to deliberate sufficiently about responses. Further, Forward Engagement makes the proposition that there has been a shift in the nature of the major problems societies face they increasingly interact with other problems, blur the lines between foreign and domestic, produce unplanned consequences, and mutate into new problems as parts of continuing processes. Such complex societal problems call for interdisciplinary and anticipatory approaches to problem solving. Project Forward Engagement has been the subject of a project funded by the George Washington University and the Rockefeller Brothers Fund and directed by Leon Fuerth since 2001. The project recently examined three massive global contingencies anthropogenic climate change, a geopolitical power shift to Asia, and the attainment of means to rapidly and drastically alter human evolution through technology through a series of working groups led by Fuerth, along with Clyde V. Unreferenced date December 2009 A tail chase engagement or rear aspect engagement is one where a surface to air missile system or jet aircraft engages another aircraft while the target aircraft is flying away from the attacker. This makes engagement with cannon s or infra red homing missiles easier because of the minimal lateral target movement relative to the attacker and the fact that the hot engine exhaust nozzle s are pointing directly at the attacker, making the infra red seeker s task of tracking the target much easier. Missiles typically have a very high chance of hitting a target in a tail chase engagement because of the much reduced closure rate. If the missile is travelling at Mach number Mach 2.5 and the aircraft at Mach 1, the combined overtake rate of Mach 1.5 means that the missile should be easily able to respond to any evasive maneuvers the aircraft might perform. Missiles can typically maneuver faster than aircraft and in a tail chase engagement the target has no real advantage over the missile. Its only real hope is to fly away from the missile fast enough that the overtake rate is reduced to virtually nil, and then force the missile to follow it through several turns, bleeding off its residual energy and causing it to fall away. It has the disadvantage, however, of meaning that any missiles or cannon rounds fired at the target must be able to reach and overtake it despite the speed at which the target is moving away. This greatly reduces the effective range at which these munitions can be used. Many missiles have an effective range in a tail chase engagement on the order of one third or one quarter of that in a head on engagement . In addition, in the case of an engagement between two aircraft, the attacking aircraft will probably have to engage afterburner and chase the target down, using up a lot of fuel in the process.
