The rebellion started in April 1807 on the estate of Ruma of earl Karlo Peja evi who was also the prefect of Syrmia county and estate of Ilok of earl Odescalchi . The reason for the rebellion was large increase of feudal tributes and dissatisfaction because of land regulation. Tican s Rebellion included 15,000 Serb peasants from 45 villages and the center of the rebellion was in the village of Voganj near Ruma. From this village, on April 3, the Syrmian rebels sent a proclamations about rebellion. The rebellion was suppressed on April 9 near Bingula , but its final end was on April 14. The Austrian Empire Austrian authorities used troops strong almost as an army to fight against the rebels. The Serbian Orthodox Church Orthodox priests led by metropolitan Stefan Stratimirovi also helped in suppression of the rebellion. After the rebellion was suppressed, the amnesty was proclaimed for most rebels except for Tican, who was sentenced to death by torture on the wheel. However, because of the Napoleonic Wars and war between Serbs and Ottoman Empire Ottomans in Kara or e s Serbia , the Austrian authorities were forced to be lenient towards peasant rebels in Syrmia and Slavonia from several rebellions during 1806 1808, thus, in 1810, the authorities forced feudal lords to stop excessive exploitation of their peasants. Unreferenced date April 2009 In the Philippines , a state of rebellion is a government declaration that suspends a number of civil right s for a short period of time. It is a form of martial law that allows a government to suppress protest, detain and arrest people, search private property, read private mail, and listen to phone conversations using wiretaps all without legal Warrant law warrant s. It is mainly used to stop an attempted Coup d etat coup . It differs from martial law, in that the military does not take over functions the government, although the military is often called to protect the government from rebels. Most recently, President Gloria Macapagal Arroyo of the Philippines declared a state of rebellion in July 2003 after a coup attempt by supporters of the former President, Joseph Estrada . That was the second time she had used the state of rebellion to quash opposition. The term state of rebellion is a euphemism favored by those in power in the Philippines because former dictator Ferdinand Marcos ruled under martial law for nine years. Under his rule, martial law was used as an excuse for torture and other human rights abuses. Thus a new term was coined to grant the President similar powers without unwanted comparisons to Marcos.
