Early life and career He studied law at Albany where he became friendly with his fellow student Martin Van Buren . He was admitted to the bar in 1806, and began to practice law at Auburn. He joined the Democratic Republican Party , and was appointed postmaster of the village, and in 1811 county clerk of Cayuga County . In 1814, he married Evelina Vredenburgh, who died in 1834. None of their children survived infancy. Trading and a few privateering voyages to the West Indies in his youth gave him experience to own and manage his own fleet of vessels. While best known for his ownership of the privateer schooner Liverpool Packet , Collins main fortune was made in shrewd wartime trading and careful peacetime investments. He moved to Halifax during the War of 1812 and married into the Halifax elite. When the merchant Charles Ramage Prescott Charles Prescott retired in 1811, Collins purchased Prescott s wharf and warehouse on Upper Water Street in Halifax, later expanding it by purchase and foreclosure to become the headquarters of his commercial empire. With several other merchants including Martin Gay Black and Henry Hezekiah Cogswell , he founded the Halifax Banking Company in 1825. It was one of the first Canadian banks, today known as the Canadian Imperial Bank of Commerce . He was played by Rick Hurst . Cletus was Boss Hogg s dim witted cousin and deputy sheriff of Hazzard County. Although generally friendly to the Dukes, he would usually gladly assist Boss Hogg and Sheriff Rosco P. Coltrane in their unprovoked pursuit of the family, mainly Bo Duke Bo and Luke Duke . Each of the Hazzard County Sheriff s Department officers drove various Chrysler B body patrol cars 1976 or 1977 Dodge Monaco, 1977 or 1978 Plymouth Fury . The character of Cletus joined the cast of The Dukes of Hazzard as a regular when the character Deputy Enos Strate played by Sonny Shroyer left the show in 1980 in television 1980 . Like Enos, Cletus regularly pursued the Duke boys in high speed car chase s, which usually ended with Cletus landing in water, thus allowing the Dukes to evade the inept deputy.
