Born in Florence, Texas Florence , in Williamson County, Texas , Skelton received a Bachelor of Arts B.A. from the University of Texas in 1927, an Master of Arts postgraduate M.A. from the same institution in 1928, and an LL.B. from University of Texas School of Law in 1931. He was in private practice in Temple, Texas from 1931 to 1942, and was a County attorney of Bell County, Texas from 1934 to 1938. He was a special assistant to the U.S. ambassador to Argentina from 1942 to 1945, returning to his private practice from 1945 to 1966. He was also a city attorney of Temple, Texas from 1945 to 1960. Skelton was appointed by President Lyndon B. Johnson to be an Associate Judge on the United States Court of Claims in 1966, and took Senior Status in 1977. On October 1, 1982, Skelton was reassigned by operation of law to the United States Court of Appeals for the Federal Circuit , along with the other sitting appellate judges of the Court of Claims. His service was terminated on February 6, 2004, when he died. He was the great grandfather to Meghan and Molly Farrell.
