Born in Belfast Sir William was the son of Rt. Hon. Sir James Johnston , of Belvoir Park. Educated at Campbell College, Belfast and the Queen s University of Belfast he then entered his father s firm, James Johnston & Co. Ltd., flax merchants, based at Donegall Street, Belfast. Thus, like many of his contemporaries, Sir William s family was involved in Ulster s thriving linen trade. In Belfast s civic life, Sir William was High Sheriff and Lord Mayor of Belfast from May 1949 to May 1951. He was Mayor of Sarnia for two terms 1896 and 1897 and Chairman of the Board of Health and a School Trustee. He was first elected to the Canadian House of Commons for Lambton West in a 1898 by election. A Liberal Party of Canada Liberal , he was re elected in Canadian federal election, 1900 1900 and Canadian federal election, 1904 1904 .
