Its main effect was to abolish the county council s of the metropolitan county metropolitan counties that had been set up in 1974 by the Local Government Act 1972 , along with the Greater London Council that had been established in 1965. The core provision, section 1, stated that the Greater London Council and the metropolitan county councils shall cease to exist. It came into effect on 1 April 1986, with some powers being devolved to the metropolitan borough s themselves and London borough s and others to joint authorities such as for fire or police purposes consisting of members of each of the metropolitan district councils within each county. The measures enacted by the act had been proposed in the white paper Streamlining the cities in 1983. This act gave the British Governor complete control of the town meetings, and taking control out of the hands of the colonialists.The Act is one of the Intolerable Acts also Repressive Acts and or the Coercive Acts , designed to suppress dissent and restore order in the Province of Massachusetts Bay . In the wake of the Boston Tea Party , Parliament launched a legislative offensive against Massachusetts to control its errant behavior. British officials realized part of their inability to control the colony was rooted in the highly independent nature of local government there. The Massachusetts Government Act abrogated the colony s charter and provided for a greater amount of royal control. Massachusetts had been unique among the colonies in its ability to elect members of its Massachusetts Governor s Council executive council . This Act took away that right and instead gave the king sole power to appoint and dismiss the council. Additionally, many civil offices that had previously been chosen by election were now to be appointed by the royal governor. Town meeting s were forbidden without consent of the governor, except for one regularly scheduled annual meeting.     Unreferenced date April 2011 The Local Government Act, 2001 No. 37 of 2001 was enacted by the Oireachtas of the Republic of Ireland on 21 July 2001. Most of the provisions of the Act came into operation on 1 January 2002. According to the explanatory memorandum issued before the passing of the Act, its purposes were to enhance the role of the elected member, support community involvement with local authorities in a more participative local democracy, modernise local government legislation, and provide the framework for new financial management systems and other procedures to promote efficiency and effectiveness, underpin generally the programme of local government renewal. Local government areas The Act established local government areas based on those already created by previous legislation. The types of areas listed in the Act are Counties Identical to the administrative counties established by the Local Government Ireland Act 1898 and modified by later legislation. The opportunity was taken to rename Tipperary North Riding and Tipperary South Riding as North Tipperary and South Tipperary respectively.     The Government Performance and Results Act GPRA P.L. 103 62 is a United States law enacted in 1993. It is one of a series of laws designed to improve government project management. The GPRA requires agencies to engage in project management tasks such as setting goals, measuring results, and reporting their progress. In order to comply with the GPRA, agencies produce strategic plans, performance plans, and conduct gap analysis of projects. The foundation of GPRA is based on the following three elements as follows. First, agencies are required to develop five year strategic plans that must contain a mission statement for the agency, and long term results oriented goals covering each of its major functions. Second, agencies are required to prepare annual performance plans that establish the performance goals for the applicable fiscal year, a brief description of how these goals are to be met, and a description of how these performance goals can be verified. Third, agencies must prepare annual performance reports that review the agency s success or failure in meeting its targeted performance goals. The Office of Management and Budget OMB is tasked pursuant to the GPRA with producing an annual report on agency performance. This is produced with the President s annual budget request.
