    Section 533 grants are a USDA rural housing rehabilitation program authorized under Section 533 of the Housing Act of 1949 42 U.S.C. 1441 et seq. . The Rural Housing Service RHS is authorized to make grants to capable organizations for 1 rehabilitating single family housing in rural areas that is owned by low and very low income families 2 rehabilitating rural rental properties and, 3 rehabilitating rural cooperative housing structured to provide affordable housing to low and very low income occupants. The homes must be located in rural areas and be in need of housing preservation assistance. Assisted families must meet the income restrictions income of 80 or less of the median income for the area and must have occupied the property for at least one year prior to receiving assistance.     The University Grants Committee was an advisory committee of the Her Majesty s Government British government , which advised on the distribution of grant funding amongst the British universities. It was in existence from 1919 until 1989. Its functions have now largely been taken over by the higher education funding councils HEFCE England , Scottish Funding Council SFC Scotland , HEFCW Wales , and the Department for Employment and Learning in Northern Ireland . History The creation of the UGC was first proposed in 1904 in the report of a committee chaired by Richard Haldane, 1st Viscount Haldane Lord Haldane .     The doctrine of non derogation from grants is a principle of the law of England and Wales . As the Judicial functions of the House of Lords House of Lords explained in British Leyland Motor Corp. v. Armstrong Patents Co. , it states that a seller of realty or goods is not permitted to take any action such as bringing an infringement action that will lessen the value to the buyer of the thing sold. United States federal law recognises similar doctrines such as the exhaustion doctrine or doctrine of implied license . ref A recent decision of the United States Court of Appeals for the Federal Circuit , Transcore, LP v. Electronic Transaction Consultants Corp. F.3d , April 8, 2009, not yet officially reported, conflates these doctrines in the following terms TransCore sought to enforce the 946 patent in derogation of the rights it granted under the TransCore Mark IV settlement agreement. That attempted derogation is prevented by legal estoppel, which gives rise to the implied license.
