Councils of governments are regional bodies that exist throughout the United States . They are also sometimes called regional councils , regional commissions , regional planning commissions , planning district commissions , and development districts . The Warren Morris Council of Governments is composed of eight municipalities from Warren County, New Jersey Warren and Morris County, New Jersey Morris Counties in New Jersey, which have joined together to explore sharing of services and cooperation in other areas.
