Hoge was born near Hogestown, Pennsylvania . He served in the American Revolutionary War Revolutionary War as ensign in the Ninth Pennsylvania Regiment. In 1782 he moved to what is now Washington, Pennsylvania , which he and his brother, William Hoge , founded. He was a delegate to the State constitutional convention in 1790, and a member of the Pennsylvania State Senate from 1790 to 1795. He received a limited schooling and moved to western Pennsylvania in 1782, where he and his brother John founded the town of Washington, Pennsylvania . He was a member of the Pennsylvania House of Representatives in 1796 and 1797. Hoge was elected as a Democratic Republican to the 7th United States Congress Seventh and 8th United States Congress Eighth United States Congresses and served until his resignation on October 15, 1804.
