The TOS was designed to be a lower cost alternative to Inertial Upper Stage and Centaur rocket stage Centaur upper stages. The TOS was designed to be deployed by the Titan 34D , Commercial Titan III and Space Shuttle . The main propulsion system of the TransferOrbit Stage was an Orbus 21 solid rocket motor . Attitude control was provided by hydrazine thrusters. The inertial guidance system used a ring laser gyroscope produced by Honeywell . Its control system employed a digital optimal, time scheduled control algorithm to provide stability whilst the Orbus 21 was burning, while a phase plane controller was used to manage its reaction control system. Only two TransferOrbit Stages were launched. The first was launched on 25 September 1992, aboard a Commercial Titan III with the Mars Observer spacecraft bound for Mars . It is located to the south of the crater Maunder lunar crater Maunder , and to the west of Kopff crater Kopff crater. Due to its proximity to the western lunar limb, this area of the surface is occasionally visible during favorable libration s. However the basin is viewed from the side, restricting the amount of detail that can be observed from Earth . The rim of this crater is circular and only marginally worn, with a pair of tiny impacts overlaying the southern edge. An outer rampart slopes down to the surrounding surface, and the interior wall slopes down more sharply to the crater floor. There is a terrace along the southeastern interior wall. Portions of the surroundings show evidence of ejecta deposits from Maunder to the north as shown by a number of secondary impacts . Some of this ejecta may have been deposited within the interior of Hohmann.
