    Monterey Home Video is a home video company co founded in 1982 by Scott Mansfield , founder of Monterey Movie Company , and Noel C. Bloom , founder of Family Home Entertainment . Monterey is the second sub label of NCB Entertainment , after FHE. Its first release was Deadly Games , a film made by Mansfield. He went into discussion with Bloom about releasing it himself, and Bloom agreed to let him found his own division of NCB.
