The claimed first wireless broadcast of music and speech for the purpose of entertainment was transmitted from a Royal Naval craft, the HMS Andromeda, in 1907. The broadcast was organized by a Lieutenant Quentin Crauford using the callsign QFP while the ship was anchored off Chatham in the Thames Estuary, England. The majority of offshore broadcasters have however been pirate radio stations using seaborne broadcasting as a means to circumvent national broadcasting regulations, for example the practice has been used by broadcasting organizations like the Voice of America as a means of circumventing national broadcasting regulations of other nations. Most offshore broadcast is usually associated with European pirate radio stations, as the trend never caught on as much in the United States. The term describes a strategy where a great power uses favored regional powers to check the rise of potential hostile powers. It arguably permits a great power to maintain its power without the costs of large military deployments around the world. It can be seen as the informal empire analogue to federalism in formal ones for instance the proposal for the Imperial Federation in the late British Empire It was primarily used during the Cold War between the US and Soviet Union. According to political scientist John Mearsheimer in his University of Chicago American Grand Strategy class, offshore balancing is the strategy used by the United States in the 1930s and also in the 1980 1988 Iran Iraq war. Mearsheimer argues that when the United States gave Lend Lease aid to Britain in the 1930s, the U.S. was engaging in offshore balancing by being the arsenal of democracy, not the fighters for it. This is consistent with offshore balancing because the U.S. initially did not want to commit American lives to the European conflict. The story is about a spoiled young woman named Ardita Farnam, who is on a trip to Florida with her uncle. Their boat is eventually captured by pirates, and she falls in love with their captain. It is the first story that develops Fitzgerald s recurrent plot idea of a heroine won by her lover s performance of an extraordinary deed. The Offshore Patrol Mosquito Fleet was a small navy naval force , intended for inshore defenses, of the Philippine Army . It was called for by the Philippine National Assembly in its National Defense Act of 1935 . This act called for the creation, by 1946, of a force of 36 torpedo boat s PT which were to be built and designed by United Kingdom British shipbuilders. Two of the boats had been delivered by 1939, when the war in Europe began. By October 1941, a third boat had been assembled in the Philippines .
