The residence of the British governors of the island, and for a time the French, is situated on a low hill to the south of the commercial center of Roseau. Written accounts from the 1790s make mention of various plants and an avenue of trees in the grounds of Government House. The gardens here have suffered periodically from hurricanes . Many fine trees were destroyed by the main storms of the 20th century in 1916, 1930 and 1979.     Politics of Swaziland The House of Assembly of Swaziland is the lower chamber of the country s bicameral Parliament of Swaziland Parliament . Constitution There are a total of 55 single member Constituency constituencies corresponding to the tinkhundla s tribal communities . 14 tinkhundlas are located in Hhohho District , 11 in Lubombo District , 16 in Manzini District , and 14 in Shiselweni District . House of Assembly candidates are first nominated at the tinkhundla level. The candidates then go through a primary election. The top three finishers in the primary elections then proceed to a secondary election, where the candidate who receives the most votes is declared elected. The List of kings of Swaziland King appoints 10 members to the House. All candidates run on a non partisan basis as political parties are banned in the country, and serve five year terms. In addition, the Attorney General is an ex officio member and 4 women elected from each of the administrative regions. Elections The most recent election was held on 19 September 2008. It was the unicameral legislative body from 1989 until late November 2005, when the Senate of Zimbabwe Senate was re introduced. Under the 1980 Constitution, 20 of the 100 seats in the House of Assembly were Reserved political positions reserved for the country s Whites in Zimbabwe white minority , although whites and other ethnic minorities made up only five per cent of the population. These seats were abolished in 1987.
