The Chronicle refers to him as king of the West Welsh , the usual Anglo Saxons Anglo Saxon name for the Cornish people Cornish or southwestern Britons. However, there are no other known references to a king of this name in that region at the time, and as such his identity is a matter of debate. Huwal is mentioned only in the Anglo Saxon Chronicle entry for 926, as one of several kings who signed a treaty at Eamont Bridge accepting King Athelstan of England Athelstan of Wessex as their overlord. He is described as king of the West Welsh, implying he was ruler of the Kingdom of Cornwall or its predecessor state of Dumnonia . The not was given to any child overheard speaking Welsh, who would pass it to a different child if they were overheard speaking Welsh. By the end of the day, the wearer of the not would be given a corporal punishment lashing .
