The IndianOcean Whale Sanctuary is an area in the IndianOcean where the International Whaling Commission IWC has banned all types of commercial whaling. The IWC has at present designated two such sanctuaries, the other being the Southern Ocean Whale Sanctuary . Repeated proposals at the IWC for a South Atlantic Sanctuary and a South Pacific Sanctuary have never reached the 75 majority needed to pass. History The IndianOcean Sanctuary was established by the IWC in 1979 after being proposed by the tiny island nation of the Seychelles , in its first meeting as an IWC member, partly in order to protect whales in their breeding grounds. The IndianOcean Games Triangulaire was a triangulaire, or tournament between three teams, between Mauritius national football team Mauritius , R union national football team R union , and Madagascar national football team Madagascar . It was the predecessor to the Football at the IndianOcean Island Games IndianOcean Island Games . The triangulaire was held every year from 1947 until 1958, and then once more in 1963. In 1963, the last game, Mauritius vs Madagascar was abandoned in the 54th minute, which gave Madagascar the win that year. After that, Mauritius did not want to play Madagascar, and the tournament was not held. The IndianOcean Island Games started in 1979 as a multi sport event. In the Association Football football portion, Mauritius participated along with R union national football team R union , Seychelles national football team Seychelles , Comoros national football team Comoros , and Maldives national football team the Maldives . Madagascar did not join until the second IndianOcean Island Games, which was in Mauritius in 1985. The three triangulaire teams have been to every IndianOcean Island Games since. The Portuguese poet Camoens then wrote his famous Luciads . Mark Twain sejourned there. So did Bernardin de Saint Pierre , who invented the naturalist novel with Paul and Virginie , an idyllic and tragic novel under the tropics , in Mauritius . Charles Baudelaire also carried his spleen there, experimenting the correspondences and falling in love with Creole peoples Creole and India n ladies, as expressed in his poems La dame cr ole or A une malabaraise . In La R union, Rouget Leconte de Lisle is foremost, with symbolist poetry. Many more poets went to the Mascarene islands, like Paul Jean Toulet . Colonial era In the colonial era, writers like Rabemananjara and Rabearivelo took French to new horizons, combining their original languages and cultures with the colonist s idiom. It was started in January 1984 under the General Victoria Agreement. The official language of communication is French. Objectives diplomatic cooperation economic and commercial cooperation cooperation in the field of agriculture, maritime fishing, and the conservation of resources and ecosystems cooperation in cultural, scientific, technical, educational and judicial fields. The Maldives is an observer of the commission. The original ideas were to encourage trade and tourism . Recently, cooperation has focused on marine conservation and fisheries management. The COI has funded a number of regional and national conservation and alternative livelihoods projects through ReCoMAP, Regional Programme for the Sustainable Management of the Coastal Zones of the Countries of the IndianOcean PROGECO in French .
