Unreferenced date December 2009 Nelson Robert Allen 1933 2005 was a former Kentucky state Senator renowned for his commitment to education. Allen was a resident of Greenup County, KY . He was born in Floyd County, Kentucky and received a Masters degree in Education as well as an honorary doctorate from Morehead State University . He was also a Navy veteran of the Korean War . Allen was elected to the state Senate in 1973 from the 18th District which includes Greenup, Carter, Lewis, Mason, Bracken, and Robertson Counties and served until 1991. He was chairman of the Senate Education Committee from 1976 to 1990 and was among the legislators most involved in crafting the landmark 1990 Kentucky Education Reform Act . Allen was named Most Colorful Senator in the 1976, 1978, 1980 and 1982 sessions by the Capitol Press Corps. Allen served as principal of Bellefonte and Russell Central Elementary Schools in the Russell Independent School district from 1960 to 1994. He also served as president of the Eastern Kentucky Education Association and also was also elected to the Greenup County county commission Fiscal Court , a position he held at the time of his death. Allen was also a well known college and high school basketball official. He is survived by his wife of 40 years, Carol Rice Allen Carol Lynne Rice Allen of Bellefonte, KY , who was unsuccessful in her 2006 bid for the state Senate seat once held by her husband. His idea was presented to LAPD chief William Parker in the 1960s and he gained approval to create a special weapons and tactics group to deal with unusual and difficult situations. After the Watts riots, Sgt. John G. Nelson personally approached LAPD chief Bill Parker with his proposal for a SWAT unit. Nelson had served in a USMC elite Force Recon unit during World War II WWII and based the SWAT concept on the Recon units, believing that a small squad of highly trained police officers armed with special weapons would be more effective in a riotous situation than a massive police response. Chief Parker liked the proposal and presented it to his command staff. He asked for a volunteer to form the SWAT unit. Fearing a political backlash, no one on his command staff was willing to volunteer, including Daryl Gates. Parker then told Nelson to go ahead and form the SWAT unit himself, which he did. John Edward Nelson was a United States Representative from Maine . He was born in China, Maine China , Kennebec County, Maine on July 12, 1874. He attended the common and high schools of Waterville, Maine . He graduated from Friends School, Providence, R.I., in 1894, from Colby College in 1898, and from the law department of the University of Maine at Orono in 1904. He was admitted to the bar in 1904 and commenced practice in Waterville. He then moved to Augusta, Maine Augusta in 1913 and continued the practice of his chosen profession. He was elected as a Republican to the Sixty seventh Congress, by special election, to fill the vacancy caused by the resignation of United States Representative John A. Peters 1864 1953 John A. Peters . He was reelected to the five succeeding Congresses March 20, 1922 March 3, 1933 , but was an unsuccessful candidate for reelection in 1932 to the Seventy third Congress. He was a trustee of Colby College 1926 1931, and also served as trustee of Monmouth Maine Academy. He practiced law until his retirement in 1946, and died on April 11, 1955, in Augusta, Maine.
