To the east of this crater is the much larger Babcock crater Babcock , and to the northwest is Jansky crater Jansky . This is a circular, bowl shaped crater with some impact wear along the northwestern rim and to a lesser degree along the southeastern edge. The remainder of the crater perimeter is relatively free of erosion, and the edge is well defined. The darker hued interior floor is about half the crater diameter, and is level and almost featureless. Joseph Clyde Nunn July 13, 1908 &ndash December 4, 1970 was a noted broadcaster and political figure in Nova Scotia , Canada. He represented Inverness provincial electoral district Inverness in the Nova Scotia House of Assembly from 1954 to 1963 as a Liberal Party of Nova Scotia Liberal member, and served as Minister of Labour and Welfare in the Henry Hicks government. Mr. Nunn, a colorful member of the Nova Scotia Legislature for nine years until he was defeated in the 1963 general election, was general manager of radio station CJFX here and one of the pioneers of Atlantic Broadcasters Ltd., operators of the radio station. Born at Whitney Pier, N.S., he received his early education in Sydney. In 1928, he graduated with a Bachelor of Arts degree from St. Francis Xavier University here. It requires cost growth of more than 15 to be notified to the United States Congress , and calls for the termination of programs whose total cost grew by more than 25 over the original estimate, unless the United States Secretary of Defense Secretary of Defense submits a detailed explanation certifying that the program is essential to the national security, that no suitable alternative of lesser cost is available, that new estimates of total program costs are reasonable, and that the management structure is or has been made adequate to control costs. Very rarely is a program actually cancelled under this provision Congress normally regards the explanations from the Secretary of Defense as acceptable but it has led to many changes to project management. SBIRS has been affected by the provision in 2002 and again in 2005, and the NPOESS meteorology satellites have been redesigned with lesser capabilities after being affected by the provision.
