Foot was born in Plymouth , Devon , the son of Isaac Foot and the brother of Dingle Foot Sir Dingle Foot, QC , Hugh Foot, Baron Caradon and Michael Foot . His nephew was the late journalist Paul Foot . He was educated at Bembridge School and studied law at the University of Oxford, where he was President of the Oxford Union in 1931.
