They are the only nationwide program to provide housing for farm laborer s. The Rural Housing Service RHS makes loans to farm owners, associations of farm owners, Indian tribes, or nonprofit organizations to provide modest living quarters, basic household furnishings, and related facilities. Loans may also be used to repair existing housing for farm labor use. The loans are repayable in 33 years and bear an interest rate of 1 . Applicants, who own farms or who represent farm owners, must demonstrate that the farming operations have a need for farm labor housing and must agree to own and operate the property on a nonprofit basis. Except for state and local public agencies or political subdivisions, the applicants must be unable to provide the housing from their own resources. They must also be unable to obtain the credit from other sources, on terms and conditions that they could reasonably be expected to fulfill and still provide farmworker housing at rental rates that would be affordable to the workers. The RHS may make exceptions to the credit elsewhere test. For instance, when there is a need in the area for housing for Migrant worker migrant farm workers and the applicant will provide such housing.     New Zealand provides Education in New Zealand Student loans student loans and allowances to tertiary students who satisfy the funding criteria. Full time students can claim loans for both fees and living costs while part time students can only claim training institution fees. A non refundable means tested student allowance for living expenses can be claimed by students who are over 24 years old or whose parents have a low income. This criteria has caused anger among student bodies who point out that it excludes many self sufficient adults from help due to parental income levels, and also that by age 24 most people have completed tertiary education. Loan composition The student loan comprises three parts Compulsory fees covers tuition fees, various levies, and compulsory student association fees. These are paid to the institution directly. Course related costs covers stationery, textbooks, equipment, etc. and voluntary student association fees. The borrower is allowed up to 1000 per year in course related fees, which the can claim over the year. These are paid into the borrower s bank account. Living costs covers rent, food, services, etc. The maximum payment for living costs, for the year to 31 March 2011, is 163.38 per week minus any student allowance received. The AFL National Cup is also sometimes referred to as the pre season cup because it is played in its entirety before the Premiership Season begins. The final was won by Adelaide Football Club Adelaide for the first time in its history, defeating Collingwood Football Club Collingwood by 31 points The AFL introduced a range of innovations for this pre season competition, the Wizard Home Loans Cup, to make the game faster and more exciting. Five new rules changes were trialled in the competition, which in itself resorts back to a knock out format after three years as a round robin series. In the most notable innovation, players were awarded nine points for goals kicked outside the 50 metre arc in a move designed to bring the game s longer kickers into play. The player must have his back foot on or beyond the 50m arc if kicking on the run and the player on the mark must be on or beyond the 50m arc if the kicker is taking a set shot. The ball can still bounce through for a goal. With a running shot at goal, the ball must leave the player s back foot planted on or outside the 50m line.
