The rule of thirds is a rule of thumb used in military organisation , within this system one third of the total military force will be available for operations, one third will be preparing to go on operations and the final third having been on operations will be in a period of recuperation. Ideally units and individuals will rotate through each of the three phases. Variations and implications Different nations and militaries will vary the rule of thirds according to their own financial and manpower situations. At times of financial constraint rather than increase the total number of forces one temptation of politicians is to attempt increase available manpower by folding together the preparation and recuperation phases, creating a rule of halves. A rule of halves was actually the basis of British Army planning during the British Empire Citation needed date February 2012 , each regiment consisting of a pair of battalions which would take turns recruiting training recuperating in the UK and being deployed overseas, however because of the nature of transport each of the phases at that time were longer being a year or more than is currently the case. Departing from a 3 phase rotation for short periods is not impossible but prolonged departure is detrimental to both the psychological health of service personnel and the operational life of equipment, leading to an unwanted turnover in personnel. For those who can afford it going to a four or five phase rotation actually increases a nations ability to conduct sustained military operations, even though it may appear that the majority of its servicemen are not doing anything. The Latin Rule was a document with 72 clauses attributed to Bernard de Clairvaux and Hugues de Payens . It is also known as the Specific Behavior for the Templar Order . It outlines the ideal behavior of a knight. The rule borrowed from the rule of Saint Augustine , but was mostly inspired by the rule of Saint Benedict . It was, however, adapted for use by active, primarily military, knights, rather than cloistered monks. For example, the fasts were less severe so that they did not interfere with combat. The original rule was written in 1128 and added to the minutes of the Council of Troyes in 1129. However, in about 1138 under the direction of Robert de Craon , second grand master of the order 1136 1149 , the rule was translated into French and modified. Later, it was expanded to include 609 articles, notably covering such things as hierarchy and justice within the order. No footnotes date April 2009 Indirect rule was a system of government that was developed in certain British Empire British colonial dependencies particularly in parts of Africa and Asia . By this system, much of the day to day government of localities was left in the hands of traditional rulers who in principle gained prestige and stability, albeit at the cost of a loss of autonomy , thus allowing a limited number of European colonial administrators to effectively oversee the government of large numbers of people spread over extensive areas. Cases British Empire The ideological underpinnings, as well as the practical application of indirect rule in Kenyan colonialism is usually traced to the work of Frederick Lugard , the High Commissioner of the Protectorate of Northern Nigeria from 1899 to 1906. In the lands of the Sokoto Caliphate , conquered by the British Empire at the turn of the century, Lugard instituted a system whereby external, military, and tax control was operated by the British, while most every other aspect of life was left to local pre colonial aristocracies who had sided with the British during their conquest.
