    orphan date February 2009 The Newbury Principles collectively refer to an urban planning guideline stating that decisions should be made based only on the planning considerations relevant to the current development, even if the consideration of ulterior purposes may lead to a greater public good. In practice, the principles are used as a test to verify the validity of conditions to be imposed by a planning authority. Specifically, the decision of the House of Lords in Newbury District Council v Secretary of State for the Environment 1981 contains the following three principles when considering the reasonableness of imposing conditions on consents. It must be imposed for a planning purpose. It must fairly and reasonably relate to the development for which permission is being given. It must be reasonable.     Albert Ernest Newbury 29 January 1891 1 April 1941 was an Australia n artist. Newbury was born in Melbourne , Victoria Australia Victoria and spent most of his childhood in Geelong . In 1909, at the age of 18, Newbury entered the National Gallery of Victoria Art School , Melbourne , where he studied under Frederick McCubbin and Lindsay Bernard Hall Bernard Hall . In 1916, Newbury studied under Max Meldrum who influenced his work. Career Newbury won the Hugh Ramsay prize for portrait painting in 1913 his two pictures being placed first and second. Newbury held a joint exhibition in 1917 with R. McCann, and gradually established a reputation for the simplicity and spaciousness of his work. Most of his paintings were landscapes, but he also did some very good portraits. After the death of William Beckwith McInnes in 1939 and the appointment of Charles Wheeler painter Charles Wheeler as master of the painting school at the National Gallery of Victoria , Melbourne, Newbury was made master in the school of drawing. However, Newbury became ill soon afterwards and died at Eltham, Victoria Eltham near Melbourne on 1 April 1941. Newbury married Ruth Trumble who survived him with one son. His work is represented in the galleries at Melbourne, Sydney, Adelaide, Ballarat, Geelong, and at Canberra. Education and residencies Dr. Newbury was a graduate of Yale University School of Medicine and Trinity College Connecticut Trinity University in Hartford, Connecticut . He did residencies at Johns Hopkins University in Baltimore , as well as other hospitals in Boston and New York . His residencies were varied, including heart, brain and plastic surgery . Although he was invited in all residencies to remain as surgeon, he chose general surgery at Overlook. Additional information He was a noted resident of Lavallette, New Jersey where in his retirement he held a private practice with his wife Jane Cunningham Newbury, a nurse. Jane Cunningham Newbury 1911 2001 born in Nova Scotia , Canada , was a psychiatric nurse . While Dr. Newbury was doing his residency in Boston, Mrs. Newbury graduated from Peter Bent Brigham Nursing School affiliated with Harvard Medical School , also in Boston.
