The Constitution of the German Empire 1871 was closely based upon it. The first Reichstag , the parliament of the confederation, was elected on February 12th 1867. On April 16th it accepted the constitution, which was essentially written by Otto von Bismarck , the Prussian minister president and first Bundeskanzler the sole minister of the confederation. North German liberals had their influence on it. According to the constitution, the highest organ of the confederation was the Bundesrat Federal Council . It represented the governments of the North German states. Prussia had 17 of 43 votes in the council, giving it the right of vetoing. By constitution, the King of Prussia was the President of the council and also the confederation. He installed the Hoerenloper Federal Chancellor , the chief of executive. The Reichstag although the confederation was called Bund was the parliament, elected by all male north Germans above the age of 25. This was quite extraordinary in those times Bismarck introduced this in the hope that it would create conservative majorities. Reichstag and council together had legislative powers, making the democratically elected Reichstag an important and powerful organ. After the Franco Prussian War of 1870 1871, the south German states Baden, Bavaria and W rttemberg joined the confederation. It was renamed Deutsches Reich German Empire , and the constitution of the confederation, with little changes, became the Constitution of the German Empire . File Noord Duitse Bond.png thumb 130px NorthGerman Confederation One of the functions of the NorthGerman Confederation was to handle the mail and issue postage stamp s, which it began doing, by means of the NorthGerman Postal Union Norddeutschen Postbezirks , on 1 January 1868. To accommodate the different monetary system s in use by the various states, it issued a series valued in groschen for the Northern District, and another using kreuzer for the Southern District, distinguishing them by framing the value number in a circle for the groschen stamps, and in an oval for the kreuzers. All of these stamps were inscribed NORDDEUTSCHER POSTBEZIRK . In addition, there was a special quarter schilling stamp for Hamburg , with the additional inscription STADTPOSTBRIEF HAMBURG . Early in 1869 the stamps were issued with perforation s, the previous issues having been rouletted. On 1 March, 10 gr and 30 gr values were issued, notable for being printed on goldbeater s skin , a scheme to prevent reuse of these high value stamps. The NorthGerman baroque organ in rgryte Nya Kyrka is a pipe organ in Gothenburg , Sweden . It was built within a research project at GOArt , University of Gothenburg and dedicated on August 12, 2000. The goal of the project was to recreate the construction techniques and design philosophies of 17th century German organbuilder Arp Schnitger . Even though the instrument was built in the style of this single builder it was not modeled after a single instrument. No single model could be used since no large Schnitger organ has been preserved in original condition. The construction of the organ was carried out by an international team of organ builders.
