The real estate developer developer is Canary Wharf Group and the architect is Cesar Pelli . The heights of the towers will be Tower 1 221m 40 floors Tower 2 120m 18 floors Tower 3 209m 38 floors The towers were approved in January 2007, a press release was posted on the official Canary Wharf website on 12 January. It announced the two skyscrapers as being 209m and 221m above ground level, slightly taller than previously thought. It isn t known when the development will proceed, as it is competition with many other proposed office developments in and around Canary Wharf, in the City of London , and elsewhere in central London. The opening of Crossrail in 2018 will make the scheme more attractive to potential tenants as Crossrail s Canary Wharf railway station Canary Wharf station will be immediately to the south of it.     Willington Quay is an area in the borough of North Tyneside in Tyne and Wear in northern England . It is situated on the north bank of the River Tyne , facing Jarrow , and between Wallsend and North Shields . It is served by the Howdon Metro station in Howdon . The area from 2006 onwards has been an area of new housing built on brownfield sites. The house building continues into 2012 and is changing the social and economic balance in the area. The area has also had a make over of the bowling green off Howdon Lane and further warehousing next to the bowling green has been demolished to make way for further new housing. Civil servants began moving to Victoria Quay in phases from autumn 1995 1996 before the official opening ceremony. The building sits adjacent to the site earmarked for Silvertown Quays a large 100m regeneration project which will include Britain s first purpose built national aquarium, Biota . Eastern Quay was designed by Gardner Stewart Architects, and constructed by Morrisons. Standing 12 stories high, it is constructed with a concrete and steel frame. It is one of the first residential apartment blocks in the United Kingdom to have fully glazed exterior walls. The increased solar gain on such a building is reduced by a combination of integrated design and advanced glazing technology. The building has a 1.8 metre wide terrace that wraps around the entire floor, a dual purpose design providing generous terraces to each apartment and providing shade to the unit below. Furthermore, Low emissivity glazing which is spectrally selective in order to minimize solar heat gain is installed across the building. The apartment block is located on an east west axis, exactly 1  km east of the GMT line. The apartments on the north side overlook Royal Victoria Dock and the ExCeL Exhibition Centre , while apartments on the south side overlook the River Thames . Eastern Quay won various awards from construction, including one from the Chartered Institute of Building.
