It is within the London Borough of Croydon . In common with its neighbouring districts of West Norwood , South Norwood and Upper Norwood , it is named after the contraction of the Great North Wood which once occupied this area. History Norwood New Town was built from 1840 as purposely one of the main working class areas of early Norwood the main others were South Norwood and the Triangle of West Norwood . It was built as a walled estate to separate its working class inhabitants from the upper class country houses and farm land which at that time made up the district. Its construction commenced before the rebuilding of the Crystal palace on Norwood Hill but it became home to many of the workers employed on the construction of the Palace. The walled in terraced streets formed a particularly close community which occupied an area south of Central Hill. The enclosed streets were Oxford Road Naseby Road formerly Albert Road Dover Road formerly Albert Terrace Crystal Terrace Eagle Hill formerly Spa Road The wall was demolished in 1930 and the district integrated into the neighboring area which was becoming increasingly suburbanised .... The hall was built between 1885 and 1890 to the design of local architects George Raymond Johnson George R. Johnson in the Second Empire architecture Second Empire style, rich in detail and prominent mansard roof s and pyramid domes. It is widely considered one of the finest Town Halls in Australia, and, along with the Sydney Town Hall and South Melbourne Town Hall , one of the best example of the style in Australia. Fire destroyed the interiors in the 1920s, which were significantly remodelled at the time in an Art Deco style. After the amalgamatian of the City of Collingwood with the City of Fitzroy and the City of Richmond in 1994 to form the City of Yarra , the Town Hall now functions as secondary offices for the new City. Collingwood Town Hall is now a used for special functions and as an exhibition space. The Main Hall is approximately 18.2 x 10.3 metres in front of a full width stage, and the Hogarth Hall is approximately 12.0 x 8.6 metres in front of a part width stage. With the changes in local government, Chiswick is now a part of the London Borough of Hounslow , and the Town Hall is no longer the centre of local government. However, a Citizens Advice Bureau is located in the Town Hall, as are a small number of council services. The Town Hall is used by various local groups on a regular basis, and for occasional events such as concerts and antiques fairs. Both the front of the Hall and its interior are also used from time to time by television film crews. Located north of Bloor on Yonge Street, it was demolished and parts of the building re used in a nearby fire hall. The town hall site is now home to a condo and across the street from the Toronto Reference Library .
