    In the United States Congress , a budget resolution is a legislation in the form of a concurrent resolution setting forth the congressional budget. The budget resolution establishes various budget totals, allocations, entitlements, and may include reconciliation instruction s to designated United States House of Representatives House or United States Senate Senate United States Congressional committee committee s. The United States Congressional committee committees are responsible for drafting budget resolutions. Following the traditional calendar, by early April both the House and Senate finalize their drafts and submit it to their respective floors for consideration and adoption.
