SIGDA is organized and operated exclusively for educational, scientific, and technical purposes in electronic design automation. SIGDA s bylaws were approved in 1969, following the charter of SIC Special Interest Committee in Design Automation in 1965. The mission of SIGDA and its activities includes collecting and disseminating information in design automation through a newsletter and other publications organizing sessions at conferences sponsored by ACM sponsoring conferences, symposia, and workshops organizing projects and working groups for education, research, and development serving as a source of technical information for the Council and subunits of the ACM and representing the opinions and expertise of the membership on matters of technical interest to SIGDA or ACM. SIGDA sponsors or co sponsors several conferences and symposia, while supporting numerous professional development programs addressing the needs of EDA students, researchers, and engineers. SIGDA was a pioneer in electronic publishing of conference and symposia proceedings, long before the wide availability of digital libraries made available by major professional organizations. POV date December 2007 POV title date December 2007 Interestgroup democracy was an attempt by the President of the United States American President Franklin D. Roosevelt to create broad support for the New Deal by giving major interestgroup s at least part of what they wanted. In addition to aiding bankers , farmers , corporations , and the unemployed , United States Congress Congress enacted legislation to helping homeowners , investor stock investors , and the Rail transport railroads . Implementation The Home Owners Refinancing Act provided two billion dollars to refinance home mortgages facing foreclosure . The Federal Housing Administration FHA was created to help new home buyers secure low interest mortgages . The FHA encouraged bankers to lower their interest rates by guaranteeing repayment of home mortgage loans. The Securities Act of 1933 required stockbrokers to provide investors with full information about new stock issues. The Emergency Railroad Transportation Act enabled bankrupt railroads to reorganize. Results Roosevelt s approach to solving the nation s economic problems produced modest results. The number of unemployed fell from 13  million in 1933 to 11.4  million the following year. Farm income rose about 50 although it remained well below its 1929 level. Industrial production and wages in manufacturing slowly moved upward. But despite these indications of progress, the nation remained caught in the grip of the worst economic Great Depression depression in its history. See also Franklin D. The president remains the most powerful actor, but he now must contend with an active Congress, oversee a complex executive bureaucracy, and respond to pressures and ideas generated by the press, think tank s, and public opinion.
