He represented Montreal Centre in the Canadian House of Commons from 1875 to 1878 as a Liberal Party of Canada Liberal member. He was born in County Roscommon , the son of Owen Devlin and Catherine Mellany, and studied medicine with his uncle, Charles Devlin of County Mayo, and in Dublin . He came to Quebec City with his father in 1844. Not allowed to practise medicine because of his age, Devlin established a newspaper the Freeman s Journal and Commercial Advertiser . He later went to Montreal , studied law with Edward Carter, was called to the Lower Canada bar in 1847 and set up practice in Montreal. In 1848, he married Anna Eliza Hickey. Devlin was born at Buncrana Buncrana, County Donegal, Ireland , in 1814. As a young merchant tailor, he emigrated to America in 1833. Three younger brothers later joined him in America two sisters, and a brother who became a Roman Catholic Church Catholic priest, remained in Ireland. Daniel Devlin moved to Louisville, Kentucky , and is believed to have worked for a time as a steamboat clerk on the Ohio River Ohio and Mississippi River Mississippi rivers, which led him to encourage his brother William Devlin to establish himself in Louisiana . Devlin founded a jeans manufacturing company in Louisville, and later moved to New York City, where he and two of his brothers established a clothing company, Devlin Brothers. After the outbreak of the American Civil War , he headed the executive committee charged with recruitment and financing for the Irish Brigade US Irish Brigade of the Union Army . The committee was established to follow on from the investigations into the wrongful accusation of Adolf Beck by the Court of Appeal of England and Wales English Court of Criminal Appeal in 1907. The Devlin report submitted to the committee was made after a number of cases where identity parades led to the mis identification of a suspect. These included Adolf Beck , Oscar Slater , Luke Dougherty and Laszlo Virag , cases ranging from 1908 to 1972. Although the report uncovered a number of cases where innocent individuals were wrongly convicted, particularly in the case of Laszlo Virag in 1969, who was identified by 8 witnesses despite a plausible alibi, and Luke Dougherty who was picked by 2 witnesses but later cleared under similar circumstances. While the Devlin committee did rule that many witnesses overstated their ability to single out the right person, Professor Glanville Williams commented on the report that cquote Neither the Beck case at the turn of the century nor the many miscarriages of justice since then have sufficiently impressed those concerned with criminal justice of the dangers of identification evidence. To mention some of the instances in late years three occurred alone in the space of a few months in 1967 68.
