Literature Compass , 1, pp. 18 37. Vol. 1 ref C.R. Pennell in Who Needs Pirate Heroes? documents the evolution of Pirate Studies. In this context Penell mentions two works Stanley Lane Poole s, 1890 The Barbary Corsairs and C.H. Haring s 1910 Buccaneers in the West Indies in the Seventeenth Century . But the growth and gaining of respectability of the academic study was significantly helped by the work of John Selwyn Bromley John Bromley the British maritime historian s work. A collection of this work was published as J.S. Bromley 1987 Corsairs and Navies, 1660 1760. Pirate havens are ports or harbors that are a safe place for pirate s to repair their vessels, resupply, recruit, spend their plunder, avoid capture, and or lie in wait for merchant ships to pass by. The areas have governments that are unable or unwilling to enforce maritime law s. This creates favorable conditions for pirates and piracy . Although some havens were merely hidden coves, some were established by governments who employed privateer s to disrupt the overseas trade of rival nations. If not, the proposer is thrown overboard from the pirate ship and dies, and the next most senior pirate makes a new proposal to begin the system again. Pirates base their decisions on three factors. First of all, each pirate wants to survive. Second, given survival, each pirate wants to maximize the number of gold coins he receives. Third, each pirate would prefer to throw another overboard, if all other results would otherwise be equal. ref name stewart1999 .
